The Judicial Administration on November 24, 2025, launches the information campaign “Support You Can Rely On” with the aim of informing and educating the public about state compensation due to a person who has suffered from a criminal offense.
A person recognized as a victim in criminal proceedings is entitled to state compensation if, as a result of a criminal offense, the consequences specified in the law “On State Compensation for Victims” occur: death of a person, severe or moderately severe bodily injuries inflicted on the victim, violation of the victim’s morality or sexual inviolability, the victim being a victim of human trafficking, or the victim being infected with human immunodeficiency virus, hepatitis B or C.
“In critical moments, people do not know that the state can help them by paying compensation, therefore, we are launching the information campaign “Support You Can Rely On” so that everyone is informed about how and in what cases compensation can be received,” says Inga Ozola, Head of the State Compensation for Victims Department of the Judicial Administration, adding that it is important to know one’s rights in difficult situations.
On average, 730 state compensation requests are received annually, and 670 decisions on the payment of state compensation are made. In the ten months of this year, a total of almost 2.2 million euros in compensation has been paid, with 692 applications received. Currently, 613 decisions have been made regarding the payment of state compensation to victims, of which 243 were for moderately severe bodily injuries, in 249 cases the person’s morality or sexual inviolability was violated, 62 for the death of a person, 57 for severe bodily injuries inflicted, and two persons were victims of human trafficking.
Of the decisions made, 239 were regarding the payment of state compensation to minor victims, of which seven were for the death of a person, in 214 cases the person’s morality or sexual inviolability was violated, in four cases severe bodily injuries were inflicted, and in 14 – moderately severe bodily injuries.
The amount of state compensation depends on the consequences resulting from the criminal offense. State compensation is most frequently requested in Riga, followed by other cities – Daugavpils, Ventspils, Jelgava, Liepāja, Ogre, Jūrmala.
To receive state compensation, a person must fill out and submit a state compensation request form to the Judicial Administration, to which a certificate from the procedural authority must be attached if, at the time of requesting state compensation, a final decision has not been made in the criminal proceedings, or a decision by the procedural authority has come into force if, at the time of requesting state compensation, the criminal proceedings have been concluded or a decision to terminate the criminal proceedings has come into force. State compensation can be requested from the Judicial Administration within three years from the day the person was recognized as a victim or became aware of facts entitling that person to do so.
Documents can be submitted by electronically signing with a secure electronic signature that includes a time stamp, by sending them to the Judicial Administration’s e-address or to the email address [email protected], as well as by using the e-service portal Latvija.lv. Documents can also be sent by mail or submitted in person at the Judicial Administration.
